It's collapsible duct tubing. You can probably find it a Home Depot or any hardware store.

I made the head out of chickenwire and customized a Killjoy mask for the face, then filled it with stuffing to give it more body. The hat is felt, the hair is from a feather boa and the eyes are painted ping-pong balls. I had originally used a mask because I wanted to make it a puppet, but the way the mouth was shaped I couldn't make the jaw moveable. At least not yet.
